PREFACE:
Apparently confusion continues amongst researchers and political observers as to the derivation of these numbers.
Please bear in mind the following:
Only a few states compile the results of the Presidential Election by Congressional District.
Therefore, data must be collected from local election offices. This normally means precinct-level election results.
There are 450 counties that include a portion of more than one congressional district.
There are only a handful of projects that bother to undertake this months-long project.
While commercial enterprises are involved in these projects, this is not a big money project.
Also, due to the presence of split precincts and centrally counted absentee and early votes,
there may not be a hard-and-fast number for some districts and there may be slight variations
amongst the few sources for these data.

PROJECT SUMMARY:
Although most of the votes will be accounted for shortly,
only the preliminary results of this project are being released now.
Final results with vote calculations will require a bit more time to review.
Reasons for this include both the lack of complete information from a handful of counties,
and the time to fully process and analyze these data, especially in areas with
a) split precincts,
b) centrally counted absentee/early votes that are not assigned to precincts,
c) uncontested congressional races not on the ballot.
In the past, this final phase of the project has not been completed before May or June.
However, in order to satisfy the numerous requests for this information,
it seemed best to get the preliminary results out, even if the percentages may change somewhat or,
even if a district, or two, changes categories.
This year's project is also complicated by tabulation of the vote for the minor party candidates.
This was sporadic at best for this first phase of the project, where the main mission was to determine the winner, i.e.,
Bush or Kerry.

PRELIMINARY REPORT
A review of the project and highlights of the results.
The 128 page report includes the results with percentages for President in 2004 as well as
for President in 2000 for districts of the 109th Congress.
The report includes summaries for the Nation, for States, and for Census Regions and Divisions.
It does not include vote totals.
